Based on Article 11 paragraph 2 of Law no. 04 / L-159 on Economic Zones, in conjunction with Article 3 paragraph 2 of Administrative Instruction No.03/2014 (MTI) on Procedure, Form and Content of the Competition, Conditions and Criteria for Placing Business Entities within the Spaces of Economic Zones, Assembly of Vushtrri Municipality – founder of the Industrial Park in Lumadh, in a meeting held on November 26, 2020, receives this:
DECISION FOR THE ANNOUNCEMENT OF PUBLIC COMPETITION FOR SETTING BUSINESSES IN THE INDUSTRIAL PARK IN LUMADH
Location: Lumadh village, Vushtrri Municipality, 18th kilometer, on the national road Prishtina – Mitrovica.
Plots number: P-70202011-00435-1, in an area of 08.77.90 ha and P-70202011-00435-3, in an area of 06.08.10 ha.
The size of the plots which will be given for use: depending on the requirements of the business entities, the first zone (I) up to 50 ares, the second zone (II) from 50 ares up to 1 hectare and the third zone (III) over 1 hectare.
Allowed activities in the industrial park: In the industrial park can be conducted any business activity which does not violate public order, protection of public health, environment, flora and fauna and which does not contradict the legislation in force.
Advantages for placement in the industrial park: When reviewing applications, priority will be given to those businesses that deal with production activities, product processing and those that increase the number of employees in relation to the existing number of businesses.
The right of application: All domestic and foreign businesses have the right to apply which meet the conditions and criteria set out in the competition, aimed at developing and expanding business capacity and increasing economic development.
Necessary documentation for application: When applying to be located in an industrial park, interested parties must submit the following documents:
- Form completed with the required data
- Business registration certificate
- Company (business) history
- The activity to be developed
- Conceptual project
Businesses approved in principle within a time limit of 30 (thirty) days must bring the following documentation:
- Certificate from the Tax Administration of Kosovo for the fulfillment of tax obligations
- Evidence from TAK about the current number of employees
- Business Plan
- Bank guarantee of 5% of the estimated value of the investment at the time of signing the contract
Evaluation criteria:
Employment 40 points;
Investment value 30 points;
Type of activity 30 points;
– Production 30 points,
– Processing 20 points,
– Serving 10 points,
Term of commissioning – ninety nine (99) years from the date of signing the contract.
Withdrawal of form:
The application form can be obtained at the reception office of the Municipality – ground floor every working day from 8:30 to 15:30h, or on the official website of the Municipality.
Submission of documentation:
The completed form together with the other documentation required by the competition must be physically submitted to the reception office of the Municipality (in sealed envelopes stamped with the business stamp), which is addressed to the Bid Evaluation Commission and the Implementation of Procedures for Leasing of Municipal Immovable Property.
Deadline for application: The competition will be open 30 days from the day of publication on the official website of the Municipality of Vushtrri.
Note: Applications submitted after the closing day of the competition will not be considered except those that arrive by mail which holds the last date set in the competition until 16:00.
Right to appeal: Businesses that are denied the right to be located in the industrial park have the right to appeal to the Appeals Commission within 8 working days.
