PULA: THE GOVERNMENT IS SEEKING THE BEST SOLUTION FOR TPP “NEW KOSOVA”

Prishtina, 14 April 2009 – In an event organized by ‘Forum 2015’ local experts debated on Tuesday regarding the construction of “New Kosova” Thermal Power-Plant and on its importance for the development of our country. 

Attending the debate was also the Minister of Energy and Mines, Justina Pula – Shiroka, whom emphasized that the Government of Kosovo is seeking the right path to find a functional form of partnership between the investor and the government. 

She ascertained that “New Kosova” project is in its final stages, however, according to her, not all possible options are determined to date.
According to her, initially the construction of 1000 MW will be allowed, with the option of constructing an additional 1000 MW in further stages.
As regards the location for construction of “New Kosova” Thermal Power-Plant, according to some strategic evaluations, the locations close to TPP Kosova A, close to TPP Kosova B and another location were evaluated as suitable.

According to the Minister of Energy, the available studies also conclude that Ibër Hydro System is capable of supplying water for plants of capacities up to 2100 MW, while being able to also fulfill water needs of other sectors. 

However, she emphasized that a feasibility study for the Ibër system and a strategy on waters need to be developed.
Speaking of the energy system, Shiroka – Pula evaluated that not the entire Kosovo Energy Corporation is default, however according to her certain sectors, such as the collection sector, have failed to perform their functions.
Minister Pula said that the government is open to suggestion and that the Energy Development Strategy 2005-2015 was reviewed to become a Strategy for the period 2009-2019, which is expected to be submitted to the parliament for adoption soon. 

During the debate, it was emphasized that favorable conditions for investment in this field should be established, however national interest from the field should also be kept in consideration.
Otherwise, civil society representatives have emphasized that this project will advance the overall position of Kosovo’s economy, especially regarding energy.
